Peran Psikologi Kebijakan dalam Memperkuat Ketahanan Nasional di Sektor Nirmiliter
The Role Of Policy Psychology In Strengthening National Resilience In The Non Military Sector

Artikel ini menganalisis peran psikologi kebijakan dalam memperkuat ketahanan nasional di sektor nirmiliter dengan menekankan pentingnya integrasi mekanisme psikologis dalam perumusan dan implementasi kebijakan publik. Melalui pendekatan kualitatif berbasis systematic literature review, penelitian ini menunjukkan bahwa faktor-faktor seperti persepsi risiko, bias kognitif, kohesi sosial, collective efficacy, serta tingkat kepercayaan publik terhadap pemerintah berpengaruh signifikan terhadap efektivitas kebijakan di bidang sosial budaya, ekonomi, kesehatan, siber, pangan, dan lingkungan. Temuan penelitian menegaskan bahwa penggunaan behavioral insights dan behavioral governance dapat meningkatkan kepatuhan publik, mengurangi resistensi terhadap kebijakan strategis, dan memperkuat legitimasi institusional. Selain itu, tantangan implementasi seperti keterbatasan unit perilaku pemerintah, kurangnya data empiris, hambatan budaya-birokrasi, serta isu etika dalam penggunaan nudge menunjukkan perlunya strategi nasional yang lebih sistematis. Artikel ini merekomendasikan pembentukan Behavioral Insights unit nasional, penguatan riset perilaku, serta integrasi psikologi kebijakan dalam Rencana Aksi Nasional untuk membangun ketahanan nirmiliter Indonesia yang lebih adaptif dan berkelanjutan.
